Description of the school in 1946

"The Approved School was established in 1868 in an old farm house and two adjacent cottages—and a barn which had been a chapel of ease in which the Vicar of Caverswall formerly held services. It was entirely the conception of Mr. J. E. Davis, Stipendiary Magistrate for the Potteries. It was supported by Mr. James Edwards who contributed £200 towards the scheme. It was opened in January', 1870, with two boys and was managed very efficiently by Mr. Benjamin Horth from then until his retirement in 1911. Until 1889 when the new Staffordshire County Council assumed control, it was administrated by the Potteries Quarter Sessions. In 1902 it became the responsibility of the newly formed Staffordshire Education Committee, a sub-committee of which still manages it.

Until 1933, the School was officially an "Industrial School", but in that year the Children's Act substituted the term "Approved" for "Industrial". It is now a Junior Approved School certified by the Home Secretary for the reception of 120 boys, who must be under 13 years of age at committal. The boys come from all parts of the country though the majority are from the Midland area. They can be kept until they are 15 years of age, or if over 12 when committed, for three years. When they leave they remain under the supervision of the Managers of the School for three years after the date to which they could have been kept.

The boys receive an elementary education with a strong practical bias—including gardening, woodwork, metalwork and pottery—and also some pre-vocational work in farming, gardening, domestic and maintenance work. The School is financed equally by the Home Office and the Local Education Authorities who send the boys. and is inspected by the Home Office."
