China and earthenware decorator and dealer at the Smithfield Works, in Lower Mollart Street, Hanley.

It is likely that Charles Barlow rented part of the works for use as a decorator and purchased the fired (but unglazed) ware from a manufacturer and then decorated and glazed the ware himself.
