Born 1858, Longton, Staffs. Son of the late Benjamin Viggars.
Educated Locally.

Bachelor.

Member of Staffordshire County Council since 1904; 
elected Alderman in 1929; 
Member of Standing Joint Agricultural Valuation, Finance, Main Roads, Bridges and Boundaries Committees; 
A Governor of the County Grammar School  at Wolstanton; 
Member of the Newcastle, Staffs., Education Committee.

Was a Member of the Education Committee of the Wolstanton United Urban District Council from the date of its formation in 1905 until it became a part of the enlarged Borough of Newcastle, Staffs., in 1932.
